No. The bullet travels 3 times the speed of sound. The video is indeed out of synch.

there is no laggy sound its just so far away it takes ages for the bullet to hit....i know this guy who was in the army as a sniper and he can shoot then sit up get his binoculers and see the bullet hit.. it take 6 seconds
