That's a reasonable view, but it's also irrelevant here, because the bill DID start in the House--it just didn't start as the bailout. The Constitution expressly authorizes the Senate to amend revenue bills that originate in the House just as the Senate can amend any other House bill in their possession (i.e., that the House has already passed and sent to them). That's why the ultimate vote in the House wasn't "on final passage" but "to concur in the Senate's amendments."
