They're freaking flares. I saw them all the time in NVGs over there...geez... they are streaked b/c of the filter, look at the ground lights in the movie, they do the same thing

Also cant rule out starlight, right? The NVGs pick up starlight that is too dim for the naked eye to see with surrounding surface light. Combine that light source with the polarizer. Boom - streaking. Later!

Light from the surface reflects off haze, clouds, even thermal temp zones - the reflected light is polarized and appears concentrated. The NVGs concentrated the input. Would know for sure if the viewer had rotated the filter or even the camera 90 degrees. If the streak rotates or disappears it's the lens. Becomes a cool little nav aid, huh? Semper Fi, ya'll! Don't want to be a buzz-kill or anything, but Im pretty sure that's an optical effect created by the polarizing filter on the NVGs. The vid didn't indicate whether the streaks were visible to the naked eye - if not - filters. Semper Fi, ya'll!
