cloud still does not like rufus so thats why in the beggining cloud would not let rufus get a word in the conversation

Rufus wasn't responsible for that. It was his father, Heidigger, and Scarlet who were responsible. Rufus was basically told what to do and wasn't exactly responsible for that Execution scene in Junon either where the characters are blamed for the Meteor.
